Requirements, cycles and rollover

What Utah asks of your license, how cycles work, and moving extra hours forward.

The requirements

How many hours do I need?

Per two-year cycle:

  • Master's level licenses (LCSW, CSW, LMFT, AMFT, LCMHC, ACMHC): 40 hours, including 6 of ethics, law or the ethics of technology, and 2 of suicide prevention
  • Psychologists: 48 hours, including 6 of ethics and law
  • Psychology residents: 24 hours
  • Psychologists and residents have no suicide prevention requirement

The app shows your license's exact numbers on the tracker.

When does my cycle start and end?

Every license the app supports, master's and psychology alike, runs on the same two-year cycle: October 1 of an even year to September 30 of the next even year. The current one ends September 30, 2028. Your tracker shows the dates above the bars, including a shorter first cycle if you were licensed partway through.

Is there still a 30-hour live minimum?
  • Master's licenses: no, not from the 2026-2028 cycle on. That number was never its own rule; it was just the 40-hour total minus the 10-hour self-study cap, from when courses were the only way to earn hours. The self-study cap still applies, to self-study courses only.
  • Psychologists and residents: the psychology rule has no live-hours requirement either. The total can come from self-study courses (up to 18 hours), peer consultation, teaching and supervising, and live hours, each with its own limit.

The tracker's "No live-hours requirement?" note explains it for your own license.

Do CSWs and other associates owe fewer hours?

Not anymore. The 20-hour associate cycles ended with 2022-2024. Since 2024-2026, CSWs, AMFTs and ACMHCs owe the same 40 hours as their fully licensed counterparts. Certified psychology residents have their own requirement: 24 hours per cycle, against 48 for psychologists.

I supervise associates. What extra CE do I need?

DOPL's rule for supervising associate therapists (CSWs, AMFTs and ACMHCs): a one-time DOPL qualifying course (minimum 8 hours, live) before you start, then supervision-specific CE each cycle after that. The app tracks both once you tell it you supervise. The step-by-step for logging the course is under Logging your hours: "I'm becoming a clinical supervisor."

Rollover

Can extra hours roll into my next cycle?

Yes, with Premium, for the master's licenses:

  • Up to 10 hours can roll into the next cycle.
  • The cycle the hours come from has to keep each of its own minimums (ethics, suicide prevention), and each one is protected on its own.
  • Hours over a category cap can roll too; DOPL confirmed it.
  • The extra is measured against what your cycle actually required, not a flat 40. A prorated first cycle, or an old 20-hour associate cycle, counts as itself: required 20 and logged 30 means up to 10 can roll.
  • Psychologists have no rollover; the psychology rule does not include one.

The app checks all of this for you. The steps are in "How do I actually roll hours over?"

Do rolled hours count toward the new cycle's minimums?

Yes (rollover is for the master's licenses only). Rolled hours count first, before anything new you log. Rolled ethics hours count toward ethics, rolled suicide prevention toward suicide prevention. Rolled hours keep their category, so they share that category's cap with new hours, and a rolled hour never rolls a second time.

How do I actually roll hours over?

First, the one requirement: the previous cycle needs surplus hours, meaning you logged more than that cycle itself required (its own number, so a prorated or 20-hour cycle counts as itself), and its minimums still hold without the hours you take. The app checks all of that for you. Then:

  1. On My Tracker, tap + Add CEU Hours at the bottom right. The tracker with the Add CEU Hours button circled
  2. The list of categories opens. Scroll to the bottom and pick Roll Over Hours. The category list with Roll Over Hours circled at the bottom
  3. The Roll Over Hours window opens, already set to roll from the previous cycle into this one (the dropdown at the top can point anywhere else). From your saved hours lists each training with how many of its hours can move, like "of 6"; hours that must stay show a lock and the reason, like "6 hrs stay for that cycle's Ethics/Law/Tech minimum."The Roll Over Hours window with per-training amounts
  4. Type how many hours to take from each training, up to 10 in all. The counter at the top keeps score. (Earned hours that were never saved in the app? Use the Add manually tab instead.)The Roll Over Hours window with 4 hours typed for one training, circled
  5. Tap Save Rollover Hours at the bottom. They land in this cycle with a "Rolled over" badge, count toward its minimums first, and the certificates come along. To change your mind later, open any rolled entry from the Training Log and this same window comes back. The Roll Over Hours window with the Save Rollover Hours button circled

Special situations

Can my cycle start early?

If DOPL told you that trainings from before October 1 count toward a cycle, yes:

  1. Tap You in the bottom bar, then Settings. The You page with Settings circled
  2. Open CE Hour Requirements.App settings with CE Hour Requirements circled
  3. Under HOURS BY CYCLE, tap Change hours on the cycle DOPL spoke about. The CE Hour Requirements section open with a cycle's Change hours link circled
  4. Set Cycle starts to the earlier date DOPL gave you. It saves right away: the tracker counts from that date, and your audit PDF prints the real dates you used. The cycle's settings open with the Cycle starts date circled
My license changed partway through a cycle. Which rules apply?

Each month counts under the license you held then. Tell the app once:

  1. Tap You in the bottom bar, then Settings, and open the License section at the top.App settings with the License section circled
  2. Pick your new license from the list. The License section open, showing the license choices
  3. Enter when the change happened and tap Save. The License history keeps every change, and the tracker and audit PDF split the cycle at that date. Nothing about your old cycles moves. The new-license window with its start date circled
Where can I read my license's full requirements?

Your tracker shows them under the progress bars. To see or adjust the numbers, tap You, then Settings, then CE Hour Requirements:

For the rule text itself, the app links DOPL's pages, and DOPL answers questions at (801) 530-6628 or dopl@utah.gov.
